With its orientation based on the Cardinal Points, the building establishes its relationships with the surrounding natural elements: the mountains, the plains, the river, and the hills.
The complex is composed of two elements: the tower in which are located the offices of the Region and a lower building containing the Congress Centre and other services for the city.
It will be a new landmark for Torino, a symbolic building, easily recognized, much less the isolated object than the central element of a vast and complex system.
