Apparently what's holding up all these major projects such as Portside, Strand on Adderley, The Modern etc. is a lack of bulk infrastructure. Demand is apparently skyrocketing in the CBD post-economic crisis, but the city has commissioned a team to perform a study as to what the city's current infrastructure can handle. The city will then approve projects based on the findings of this study, and attend to problem areas. Bad news in a way, but it's also good to know that it's not a lack of demand holding things up!
