Wesgro (Western Cape Investment Promotion Agency) is a provincially-funded agency that "facilitated" this investment in the Western Cape. From their Facebook page today:

Dear Facebook Friends

The Rezidor Hotel Group nor Radisson Blu Hotels & Resorts owns any shares, equity or investment in Realcorcape or subsidiary Midnight Storm and has no financial interest in the development until such time as the hotel is ready to open its doors to them. The hotel is under new ownership and is due to be completed in Q4 – 2011.
