The project area is south of Rivierenbuurt, the political and cultural centre of The Hague, around the former state printing works, which have been demolished. The proposal was for an urban complex organised around a funnel-shaped public square that opens towards the canal. This square with its generous water area guarantees the optimal position for the adjacent buildings and is accentuated at one end by an apartment tower.
