Leeds Town Hall in Leeds

Original seat of Leeds regional government, the Town Hall was proposed in 1852 as a symbol of the then town's success and wealth (city status was not granted until 1896).
Cuthbert Broderick won the competition to design the building in 1853, construction was completed in 1858, and was officially opened that year by Queen Victoria.
The design didn't originally feature the clock tower. This was added a few years after construction had begun when the local government wanted to make an even bigger statement about their wealth and position.
