The consent provides for a 46-storey tower & podium, including 15 mezzanine levels, 150 apartments, 95 basement parking spaces with a loading space off Albert St, an option to retain the Albert St character façade or construct a new designed façade and a verandah along the Albert St frontage if the new façade option is chosen. The commissioners said they preferred to see a completely new building, including facades, as that would result in a better urban design outcome.

Among their reasons for granting consent, they said: “Due to the scale, design & use of high quality materials, the building will make a positive contribution to the CBD & its skyline. The tower component, set back from the façades, results in a relatively slender building which will not dominate the surrounding area, including St Patrick’s Square. The scale of the facades will be similar to the adjoining & surrounding buildings and will complement, as opposed to detract from, the existing character street-scape values." They said that the building will provide active edges with a through-link site and proposed café.
