Same reason as in Hamburg. Did you see the CNN Video on Hafen City? It's interesting to see in this context.

Because the policy is that nothing can stand out taller or larger than old key buildings such as the city hall and some church towers. It can't 'block the view' for the apartment areas around the city wither, even though they are 10km away.

^^ too many heightcodes here, building something taller than 40m is difficult. 67m is the highest code in Operakvarteret (KLP Bygget, DnB NOR, Visma), that is why they are all boxy and with similar height to get as much space under that 67m line. Buildings such as Krystallklar (116m) and Fjordporten (95m) are most likely to be built much lower than the current proposals (the politics have already adjusted them down to 90m and 70m).

Nice to see a lot of similar developments with old harbor areas like Lloydkwartier and Wilhelminapier in Rotterdam and HafenCity Hamburg. The difference is that in Rotterdam is chosen for mostly 70+ meters buildings and in Hamburg and Oslo is chosen for less tall constructions.
